He was educated at Westminster school and, on 2 September 1680, matriculated at Oxford. In 1680 he was also admitted to the Inner Temple. Like his brother, he supported the Prince of Orange, joining the northern rebels in 1688. He was in command at the battle of the Boyne and later on distinguished himself at Steinkirk. From 1691 till 1702 he was Groom of the Bedchamber.

About 1701 he married Anna Elisabeth van Ruytenburgh, a relative of King William III, and they produced three sons. She was naturalised by Act of Parliament on 21 January 1704. On 12 April 1715 he was created Baron Newborough and, on 10 July 1716, Baron Newburgh. When in 1725 his elder brother died, he succeeded to all his dignities and became 2nd Earl of Cholmondeley.

He was appointed Lord Lieutenant and Vice-Admiral of Cheshire and Lord Lieutenant of North Wales (1725-1733); Governor of Hull (1725-1732); Governor of Guernsey from October 1732 until he died at Whitehall on 7 May 1733.
