In 1777 he raised a Regiment for the public service, named the 77th Regiment of Foot or Atholl Highlanders. He was made Grandmasters of Freemasons 1778-1780. In 1780, being a Tory, he was elected a Representative Peer. On 18 August 1786 he was raised to the Peerage of Great Britain, being created Baron Stuart of Stanley and Earl Strange. On 4 February 1793 he was made Captain General and Governor-in-Chief of the Isle of Man, and in 1794 Lord Lieutenant of county Perth till his death.

On 13 October 1805 he succeeded his mother in the Barony of Strange. In 1781 he presented a petition praying for a bill to amend the provisions of the Act of 1765, because of its having been unjust
to his family in the inadequate allowance granted for the sale of the Isle of Man. However, the bill was lost in the House of Lords; and when he tried again in 1790, it was postponed. In 1805 on a third
petition, however, it was carried. The rights granted to him he sold for 409,000 pounds. Later, he introduced larch into Scotland and planted millions of trees.
