Born on 8 September 1647, he was baptised on 12 April 1648 at St.Martin's-in-the-Fields. On 24 August 1658 he succeeded his father and became 3rd Earl of Mulgrave. He served with the Navy and, in May 1672, was involved with the defeat of the Dutch at Solebay. From 1673 till 1682 he was a Gentleman of the Bedchamber to King Charles II, then again from May to October 1685 to King James II. Colonel of the Holland Regiment (afterwards the 3rd Foot) from 1673 to 1682, and 1684 to 1685, he was in command of the forces sent to Tangier. He was given this employment to get him out of the way as he was making love to Princess Anne, the future Queen Anne.
On 18 March 1686 at Littlecote Chapel, Ramsbury, he married Ursula Stawel. Their marriage remained childless and she died on 13. August 1697. On 10 May 1694 he was created Marquess of Normandy and, on 12 March 1699, married the Hon. Catherine Greville. This marriage also remained childless she died on 7 February 1704. From April 1702 to March 1705 he was Lord Privy Seal. On 23 March 1703 he was created
Duke of the county of Buckingham and of Normanby. In 1703 he had Buckingham House built which his descendant, Sir Charles Sheffield, sold to King George III in 1761 for œ21,000. Buckingham Palace was built on its site in 1825. He was a commissioner for the Scottish Union in 1706. 
On 16 March 1706 in London, he married Lady Catherine Darnley, daughter of King James II, and they became the parents of three sons. On 24 February 1721 he died in his seventy-third year.
