After spending a wild youth in Paris he served, from 1660 till 1668, in the army of the Dutch Republic. On 4 February 1664 he married heiress Elisabeth van der Nisse and they became the parents of twelve children. He was in regular contact with Charles II, King of England, for whom he performed services in The Netherlands. In 1679 Emperor Leopold elevated him to a Count of the Holy Roman Empire. However, he was a man without scruples and his corruption brought him great wealth but, in 1702, after the death of William III, he was stripped of all his government functions.
